From 1995, China began to control Total amount of pollutants. Implementation of total amount of pollutants control promoted development of pollution discharge rights and itsdistribution policy largely. From 2005 to 2010, assignment of main pollutants reduction has been finished in China, and environmental quality has been improved greatly. In order to consolidate the results of pollutants reduction, establish long-term mechanisms, use legal ways, economic ways and technical ways to solve environmental problems, many areas in China attempted to establish the trade of pollution discharge rights.Be a pilot, the trade of pollution discharge rights has been launched in Inner Mongolia. Pollution discharge rights must combine the environmental quality, environmental protection and environmental management in Inner Mongolia, Analysis and forecast the Feasibility of pollution discharge rights trading, problems of pollution discharge rights system and its solving methods.By certifying the Concepts and theories of pollution discharge rights trading, studying other advanced experience of United States and European Union, analyses the current situation of pollution discharge rights trading and its problems, the paper finally proposed suggestions to improve pollutions discharge rights trading in Inner Mongolia.
