Human beings have achieved great economical achievements and have made scientific and technological progress, meanwhile, they have paid the heavy price of excessive expansion of population, increasing exhaustion of terrestrial resource, continuous deterioration of ecological environment. Reflecting on their behavior, People speed up the adjusting of correlation between them and nature. And they also work hard to expand the space for economical development, seek for the new substitute resource. On the globe, only ocean can supply what the new century need for human beings.The development of oceanic economy becomes a stress all over the world nowadays. The space for development, resources and regional security are very important. China has not only the huge strategic interest but also the threat from the ocean. China should attach great importance to rights and interests of oceanic development.The Blue Economy is the sum of exploiting the ocean, protecting the ocean, and the relevant production and operating activities, with oceanic economy as main body. It is a new economical form, leaded by technological innovation, based on the well-coordinated development between land and sea. It has the basic characters: opening up, ecology, civilization and sustainable development. The approval of "Shandong peninsula blue economic zone development plan" marks the construction of Shandong peninsula blue economic zone becomes the important part of national developing strategy and regional developing strategy formally. Rizhao is the crucial part of "Shandong peninsula blue economic zone development plan". Rizhao’s developing orientation and spatial arrangement are practical. Rizhao will be an important industrial base in the east of China, a regional logistics center of international shipping, a littoral cultural and tourist city, a technical and educational innovation zone through ten years’hard work.It is rare that Rizhao has fine quality in coastal waters. According to the result of successive monitor from2007to2010, all of the monitoring items from eight monitoring sites show that the water has fine quality, but the quality is deteriorating slowly after the careful analysis, taking SS concerning organic pollutants, chemical oxygen demand (permanganate index), ammonia nitrogen and petroleum as examples. And air quality deteriorates these years because the annual norm of concentration of inhalable particles and sulfur dioxide increases. These should be paid great attention. A case study of Rizhao contributes practical significance to development of The Blue Economy and investigation of the coordination between regional economy and ecological environment.This thesis applies a series of theories, such as ecological economics, urban ecology, circular economy, sustainable development to the systematic study of Rizhao’s present situation, developing plans and construction of circular economical city. By means of quantitatively analyzing coordination level between Rizhao’s economy and environment, Rizhao has environmental hysteresis but fine developing tendency now. According to the overall objective of energy saving and emission reduction in The Twelfth Five-year Program, the thesis puts forward some suggestions on Rizhao’s coordination between ecological environment and economy, based on thorough study of the practical development of Rizhao’s industrial construction and leading industries, providing theoretical reference for strategic development of medium coastal city in the east.This thesis consists of ten chapters. The first chapter puts forward the background, purpose and significance of research on the coordination between regional economy and ecological environment. The second chapter introduces strategic development policy of the blue oceanic economy. It mentions Rizhao is the crucial part of "Shandong peninsula blue economic zone development plan", and it is necessary to do an empirical Research in coordination between regional economy and ecological environment.The third, forth and fifth chapter introduce Rizhao’s current condition, development plan and ecological industry scheme. They analyze systematically natural environment, natural resources, environmental condition, spatial arrangement and function of blue economical zone, structure of ecological industry. The sixth and seventh chapter analyze the necessity of Rizhao’s development of circular economy, and bring up the overall designs.Chapter eight collects Rizhao’s statistics of economy and environment in recent years, analyzes the level of coordination between economy and environment by means of coordinated development and quantitative evaluation method, discover the advantages and disadvantages.Chapter nine substantially probes into Rizhao’s environmental capacity, pollutants discharging, and energy-use right, scale control over leading industry, coordination with development of peripheral regions and low-carbon economy.Chapter ten summarizes the ideas, suggestions and deficiency of this thesis, and points out the future aim of improvement.
