In the social and economic life, there are a large number of linguistic multi-criteria group decision-making problems, that the optimization and ordering of the alternatives which the preferences values giving by experts are linguistic phases. In the decision-making process, because of the complexity and unpredictability of the external environment, the ambiguity of the decision-making problems themselves, the limitations of human cognition and the subjectivity of decision-makers, the linguistic evaluation information given by decision-makers don't match the integrated language terms in the linguistic evaluation set, but somewhere in between two linguistic terms, that means the information given by decision-makers is expressed by the forms of uncertain linguistic values. At present, there are a large number of linguistic multi-criteria group decision making problems while there are some limitations in the related researches. Therefore, it has important theoretical and practical implications to do research on the multi-criteria decision-making problems under uncertain linguistic.Based on the relevant theoretical literature, Cloud model has been introduced into the uncertain linguistic multi-criteria group decision-making in order to solve the qualitative and quantitative transformation of the evaluation. Knowledge representation and reasoning methods based on the Cloud model can fully express the randomness and fuzziness of the uncertainty knowledge, which is objective and can resolve the problem of information loss in the information gathering process to a certain extent. Based on the "interval cloud" and "integrated cloud", two decision-making models are proposed. Based on the third chapter, the consistency of expert group evaluation is researched, and corresponding empirical research is proposed finally. The main work and details are as follows:(1) The uncertain transformation model between a qualitative concept and its quantitative expression which is expressed by linguistic value of "cloud" is studied. Based on the basic linguistic value of the uncertain linguistic group decision-making, the evaluation value is transformed by cloud model and given a reasonable quantification of the qualitative concept, and then it can be a better response to the uncertainty of natural linguistic. The uncertain degree of the uncertain linguistic, decision-makers' deviation degree, interval cloud and integrated cloud as well as their algorithms and their hamming distances and other related concepts is defined in this paper. According to the method of generating a "floating cloud", two decision-making methods based on cloud model are proposed to solve the multi-criteria group decision-making problem in which the criteria weights are known, decision-makers weights are unknown and the criteria values are uncertain linguistic.(2) The measurement and adjustment of consistency in group decision-making is studied in this paper. The adjustment of the inconsistency and some relevant problems were studied based on two methods:"group conflict" and "experts cluster". The consistency of experts group thought can be achieved gradually with the group consistency algorithms, and the unanimity of the group can be reached and the improvement degree of the alternatives reaches the mark. In the adjustment of group inconsistency, this article also focuses on the cluster analysis of experts group. The group consistency can be increasing by integrating the expert advices which have high similarity value. The high consistent order will be obtained by integrating group evaluation which is given by "sub-group cluster".(3) Uncertain Linguistic Multi-criteria Group Decision-making Method Based on Cloud Model proposed and Uncertain Linguistic Multi-criteria Group Decision-making Method Based On group consistency proposed are applied to the evaluating of the students' comprehensive quality, while the students come from Hunan University of Science and Technology, and the rank of the students'comprehensive quality was reached. The rationality and feasibility of the uncertain linguistic multi-criteria group decision-making is verified by empirical analysis.
