The rapid growth of the national economy can not do without the pulling force from investment, exports and consumption together, but in china, the rate of investment is high, while the consumption rate is low and show the downward trend, from the composition of final consumption aspect, the lack of the rural consumption demand is the main reason for the declining of final consumption rate.As the development of economy and society, and the improving of people's living standards, our Party and state attaches great importance to the problems of agriculture, countryside and farmers, solving the current problem of rural consumption demand is a complex social system project, fiscal policy, as an important controlling means, must find its ways to optimize the rural consumption demand, eliminating the restricting bottleneck of the rural consumption demand, providing long-term driving force for the development of national economy.This paper will analyze the problem from the following aspects:First, the theoretical analysis about the theory of rural consumption demand and fiscal policy optimization mechanism of the rural consumption demand; Secondly, through the analysis both from the scale and structure of rural consumption in China, conclude that the consumption scale is not enough and consumption structure is not reasonable; Then, taking a detailed analysis of the causes of rural consumption demand by the qualitative analysis and quantitative analysis methods, Finally, putting forward a number of specific fiscal policy recommendations on optimizing rural consumption demand from how to increase the consumption capacity, stabilize the consumption expectations and improve the consumption environment, enhance the consumption concept, etc.
