In the last few years, Shanghai has been spareing no effort to promote the development of modern services. Producer services are the important parts of modern services. Research on producer services began in the western countries in 1960s. Since 1980s, researches on this topic is still popular in the western countries. In China, essays on producer services began in 1990s. In the new century, as the development of "service economy" and the Initiation of "New Path of Industrialization" in China, quite a lot of papers on producer services appear.This article begins with retrospect of last papers on this topic., then analyzes the relation between division of labour and specialization and producer services from the angle of division of labour. In the end, this paper researches the factors which affect the development of producer services in Shanghai and puts forward some suggestions accordingly.This paper investigates generally the relationship of division of labour and specialization of producer services and the factors that influencing the division of labour, including industrial foundation and structure, economic factors and institute factors. This paper probes the development of producer services in Shanghai, makes somecomparison with Shanghai, Zhejiang and Jiangsu and concludes several weakness in the development of Shanghai's producer services. According to the influence factors mention above, this paper analyses the specifications of Shanghai and the special influence factors of Shanghai. This paper emphasizes on how the role of government influences division of labour and specialization.In the end, this paper offers some suggestion to promote the development of Shanghai's producer services, hoping to do some help in this area.
