Low-rent housing is the core of china's housing security System. Due to its characteristics of welfare, it is invested mainly by governments. However, with the increasing number of impoverished families, current pure governmental financing mode can not meet the financial needs of low-rent housing construction, and this gap is still growing, leaving a huge fiscal burden on governments. Therefore, the low-rent housing urges to introduce in line with market financing mode.The article amply describes the characteristics, classifications and function modes of REITs (Real Estate Investment Trusts), summarizes and analyses successful experiences of REITs worldwide as well, and provides theories and practices on how to introduce REITs financing mode to the low-rent housing market in china. This article also gives analysis on the deficiency of the pure governmental financing mode, objectively indicates the urgent demand of REITs financing mode, and demonstrates the necessity of the implement of REITs based on the analysis of real estate market, investment entities and housing supply. Besides, this article not only discusses experience of adopting REITs from different countries, private capital, security measures of government and professional management to demonstrate the feasibility of REITs financing mode, but also creates a method to testify it by calculating the amount of investments from governments and private investors and annual percentage yield if putting this new mode into practice. The author accomplishes numbers of quantitative researches and uses the results to prove the mode's feasibility from the economic angle on the basis of an assumption that Changsha implements the REITs mode since 2009.At last, the author presents a specific frame of the REITs financing mode, defines duties and relations among main entities, and brings forward suggestions about government policies, laws, supervision and trainings, expecting this article could present theoretic references on the innovation of the low-rent housing market financing mode.
