Energy problems and prices restrict many countries'economic development. Energy problems have been a target problem in the field of global economic development or even the political issues. China is short of energy resource and suffering from an unreasonable energy structure, its energy safety is very serious. Under international surroundings, most of developed countries take good use of water resources.China is rich in water resource, 81.5 % of water resources are located in western place. Shangri-la, located at the boundaries among Sichuan, Yunnan and Tibetan, which shares from 30% to 40% water resources. Jinsha River, emanates from Tanghla Mountain of Qinghai Province, theoretically occupies 17% of whole country's water resource.Jinsha Rive riches in water resource, abundant water flow, and have a reasonable staircase distribution. Due to its special water resource strategic place and unique minority features, we should treat it as a special case. Regarding to China's unreasonable energy resources structure, in the progress of developing Jinsha River water resources, a reasonable and benefits-shared system is typical important.At the present, it's still a pre-phrase for developing Jinsha River water resource. The paper introduced systematic economics concepts, analyzed the particularities of Longpanshui Hydropower Station located on the up and middle Jinsha River reaches, be directed by China's and Yunnan province related policies, based on successful experiences home and abroad, advised several experts'opinions, and concluded many benefits system, finally draw out a reasonable and practical benefits-shared system for up and middle reaches'water resources on Jinsha River.
