With exploitation and utilization of resources, resource-based cities have developed. Since the establishment of New China, the resource-based city has made important contribution for its economic development and modernization. However, the particularity which the resource-based city forms and managerial mistaken idea at present, challenges the economic sustainable development of the resource-based city seriously. Many questions existing in resource-based city development was still a world-wide difficult problem. Considering the problems of the resources-based city, many domestic and foreign scholars successively studied from the view of the evaluation of resources conditions and industry distribution, the adjustment of industrial structure and the sustainable development. By using theory and method of varied subjects such as philosophy, the sociology, the region economics, This dissertation, from a new perspective of beneficial relation coordination, looks on the resource-based city as some particular type on the basis of the fore-going research and aims at the requirement of structural adjustment and economic transformation. Then, the dissertation systematically discusses how the resourced-based cities develop under the current conditions. The dissertation is divided into four chapters.Chapter 1 introduces and explains the research of background , the former research results, goals and the significance, contents and the methods of the dissertation.Chapter 2 discusses what resource-based city is and the common characteristics of resource-based city. The author puts the present situation in order, compares and analyses the relation concepts, carries on summing up detailed definition from nature and ration respects anddefines the essential of resource-based city in a new way, and based on this analysis, makes clear the accurate quantity which the limits resources-based city covered. In addition, it has enumerated the six main characteristics of resources-based city. More importantly, the dissertation calls on necessity and illustrates the reforming opportunity by analyzing evolution rule of resource-based city.Chapter 3 analyses the problems and factors of resource-based cities in China. It is thought that the resource-based cities in China have already experienced decades of or even centuries of tapping of resources, where a series of complex systematic problems have now appeared including the slowing down of economic development, increasing of unemployment, the ecological environment being destroyed and other social and environmental issues. It then makes a relatively systematic analysis on each type of factors leading to the problems with resource-based cities from aspects of life cycle of resource, system, national policy, resource types, human resource, ideal recognition, environmental resources.Chapter 4 studies the way out for resource-based cities in China. First, based on defining the meanings and fundamental concepts of interests and interest relationship, the dissertation analyzes the main body of interests involved in resource-based city, such as government, enterprises and inhabitants. Then, it sets up interests coordinating mechanism taking government as the leading factor. This effective interests coordinating mechanism should include the interests safeguarding mechanism, the interests sharing mechanism, the interests circling mechanism, the interests expressing mechanism and so on. Moreover, it should fully display the function of the enterprise, inhabitant's in interests coordination and strengthen social responsibility of the enterprise of the resource-based city in reform and the development,transfers the enthusiasm of the inhabitants who maintain own rights, strengthen the ability of interests expression and sharing of inhabitants.Finally, the main conclusions and new ideas of the dissertation are summarized and some suggestions to the further research are offered.The research of this dissertation provides a kind of new train of thought, which will help understand the level and trends of source-typed cities in sustainable development and help choose suitable development strategy for source-typed cities in sustainable development. And it serves as a reference for formulating the strategy of sustainable development of those resource-based cities.
