The Bonded Zone (BZ), as a special economical development area with the farthest extent of opening up in China, established in early 1980s basing on the successful experiences of Special Economic Zones and Free Trade Zone (FTA) in world. At present, there are 15 Bonded Zones in China and after more than ten years of development they have made a great deal of remarkable achievements and become the comprehensive examples connected with the world. But at the same time, they unveiled their vulnerabilities and deficiencies. The significant difference between our Bonded Zones and the real Free Trade Zones includes mainly the following aspects: First, the basic fundamentals of "inside the territory and outside the customs" have not been totally accepted by state functional departments, lessening the advantages of the functions and policies of Free Trade Zone; Second, there exist differences in essence in the functional definitions between the Bonded Zone in China and the Free Trade Zone. In China, the traditional functions were weakened and the new functions are too much restricted to accommodate with the trend of the world; Third, the management system of "multi-management" is more inefficient compared with the Free Trade Zone. These problems seriously hinder the further development of the Bonded Zones.Under the background of entry into WTO, the Bonded Zones not only face the challenge of aligning with the regulations set by WTO, but also the competition coming from other special zones in doors and other foreign Free Trade Zones. In the means of comparison and contrast, this article argues the trend of our Bonded Zone's transformation is Free Trade Zone, and analyses the feasibility and inevitability. On the basis of interpreting of the differences between FTZ and BZ, this paper discusses the approach of transformation in order to solve the existent problems.
