The Development Of Information Technology In Japan And Its Implications For China

In the 1990s, the information technique revolution has become a strong impetus to the world economy. The Japanese government has grasped the historical opportunity to speed up the diffusion of ICT through various industries and improve information industry by establishing industrial strategy and enlarging investment. However, Japan's information level still was at a relative backward stage in comparison with U.S which is the world top-quality information great nation and Korea which is the fastest developing country in information industry. This status didn't well match with its world's second-largest economy stage. Analyzing from the macroscopic aspect, the root problem is the stagnation of Japanese economy. Other reason is that the adjustment of industrial structure is laggard. Still another reason is that advanced country sickness spread after the time of Japan catching up with and surpassing other country. Finally, there are many unsuitable factors to the information development in the Japanese special economic system. Analyzing from the industrial aspect, there are the following reasons which hindered its development: the development pattern of software industry, insufficient venture capital's support for the ICT venture firms and the lagging industry development policy. Specially, when it entered the new century, under the global information tide impetus, USA took a lead to enter the information society by which to improve the American economy and realizes 10 year long-term prosperity. In the face of such a challenge and pressure, the Japanese government promptly proposed the strategy "IT founds a nation", enacted the IT Basic Law, and formulated the ICT development plan and so on. Japanese information construction has obtained the preliminary results and accumulated some beneficial experiences as well as lessons which give our country some enlightenments and references.
