Information communication Computer service and Software industry is one of the most important branch of service industry. The National Bureau of Statistics of China makes Annual Statistics Report on the sector from 2003. The number of FDI projects in this industry is 1392, accounted for 3.67% of total FDI projects in China. Utilized FDI is 14.85 billion dollars, accounted for 1.78% total actually utilized FDI of China in 2007.During 2008 global Financial Crisis, global FDI dropped greatly except for the Information communication sector Computer Service and Software industry is picking up momentum. How is the current stage and development trend as a newly emerging and technology intensive industry? What is the enlightenment for our company to go abroad? It is worth to discuss further. Domestic and overseas scholars have done many researches for FDI economic impacts; it is seldom to do evaluation on single industry, especially for this new industry.
