The state-owned economy keep predominant share in our country. The special situation induces the special structure during the forming of security market. It is that the state-owned stocks is primary, and can't circulate. In early days the structure helps to the transition of planned economic system to market economic system and rapid development of stock market. But with deepening of market economic system and the reform of security market, the problems come from a dominant position state-owned stocks are more and more serious. It restricts to the economic growing and modern enterprise institution tallying with the socialist market economic system. So reducing state-owned stocks is carried into execution in 2001. But because of kinds of reasons, this liquidation is failed. It pauses after one year. Though this attempt is fail, the state-owned stocks liquidation has been a popular topic of conversation about china economic development. In 2003, the full circulation of stock became the focus again. So in 2005, the State Department announces again that we should begin to settle the depart stocks. The success or fail will be significant to our economy and society.There are three parts for reducing the state-owned stock. The first part includes the basal concept and theory of the state-owned stock and the reducing of the state-owned stock, the process of reducing, the reason of failing and the significance of lessening. The second part contrasts the full circulation of stock and the state-owned stock lessening, and defines the relationship between them for avoiding the confusion. Meanwhile, this part explains the reducing should be based on the full circulation. The third part is the main body. In this part the advantage and disadvantage of several reducing schemes are expatiated, and the new method based on those old schemes. At last some principles are showed for the success of lessening.
