Renewable Energy Service Model Based On The Transmission To The Township Project In Rural China

Benefit from the Open and Reform policy, the energy efficiency in China has been improved considerably with the increasing energy consumption. Even though the overall status of the energy utilization is not so satisfying for the lack of energy resource, unreasonable energy components, still low energy efficiency and the environmental pollution, etc. Therefore it is crucial to promote the development and utilization of renewable energy as an important solution to the energy and environment problems, especially in the rural area of China where numbers of residences are still away from the electrification and therefore away from the modern civilization.In order to address the electrification problems in the remote area, a series of projects and research activities has been conducted, among which the Township Electrification Programme (SDDX) launched by NDRC is a successful case. Numbers of PV and PV/Wind hybrid systems were set up in the remote area to produce electricity to the local people. As the time going on the maintenance problems of these stations turned up to be solved to realize the sustainable operation of the stations. Renewable Energy Service Company (RESCO), which is market based, shows to be a potential model and is worthy of further studies. The NDRC/GEF/World Bank supported "Design of RESCO Models in the Rural Area of China" is a typical research on this issue.There are few successful cases for RESCO model both domestic and abroad. The purpose of this thesis is trying to work out a RESCO business model suitable to China based on the SDDX Programme. The study is consisting of the summaries of international RESCO experience and lessons, feasibility analyze of possible businesses models, the current renewable energy service status in China and the applying policy and regulations. Key elements of running a RESCO are figured out from above analyze, including maintenance, technology support after the set up of the power stations, tariff setting and the calculation of expenses, as well as the suitable business model. A recommendation model is designed for the SDDX supported power stations. It is expected that this model can be run successfully and can be duplicated to other regions in China.
