Since 1970s, it's very popular in western countries to reform the administration. That kind of reform mainly contains the rebuild of the government. The most noticeable reform carrying out by the American and Australian Customs is characterized by the rebuild of the customs process, serving the enterprises actively. The western governments have been paying close attention to the business process rebuilding(BPR) because of its advanced ideas and thorough revolution. More than that, the BPR has provided some useful theoretical basis for the reform of the govemment.In recent years, Chinese Customs has made a remarkable achievement in customs duties collection. But since the beginning of 2005, the inward of the normal trade has being decreased by a big margin, there has been an obvious decrease in customs duties collection. As a result, the pressure of the revenue and expenditure balance has increased. The director of the Chinese Customs General Administration, Mu Xin-sheng, officially put forward the concept of comprehensive collection of the customs duties in the annual customs duties collection working conference of 2005. That means reorganizing the officers of law enforcement and supervision into 3 groups, the management of the worksite, the management of the follow-up and the power to fight against smuggling. With the help of two platforms, the center of the examination of the declaration forms and the management of risk, the 3 groups mutually affect well, improve the ability of customs duties collection, do well in controlling the normal trade, the manufacture in bond, the duty exemption. However, for a long time, the problems of customs inside structure, the system of organization and the means of management have appeared. The management system is relatively closed, the management theory is relatively backward, the departments divided strictly by their different functions are inefficient. Those disadvantages can't reach the need of the comprehensive collection of the customs duties. And at the same time, the contradiction between the increasing amount of the customs business and the limited increasing of the customs human resources has rapidly grown. The enterprises appeal to the customs to be more efficient. So, it is imperative to rebuild the customs process.This thesis expects to use the theory of the BPR, inquire into how to use it for the comprehensive collection of the customs duties. First, it expounds the basic theory of BPR, including the historical background, the basic connotation, the principle and the enforcement steps. Also, the thesis introduces how the domestic customs and that of abroad research and use the BPR nowadays. Secondly, from the main level of the BPR, (include structures, the business process, the information system and etc.)put forward the general conception of the Chinese Customs rebuild. And at last, link the theory with practice, think over the Chengdu Customs' business process and redesign how to set the structures. By doing so, the departments will be more efficient, the business process will be more reasonable, the risk management will be more useful. So, we can integrate the information from all kinds of departments, improve the ability of dealing with the risk, the collection of customs duties will become more efficient. And at last, our aim will change from the customs duties quantity to quality. Lay a foundation for the comprehensive collection of the customs duties, function better in guarding the gateway and serving the enterprises.
