The replacement of assets and the replacement of personnel are the two key tasks in the reform of state-owned enterprises, which is an important aspect in the transformation of Chinese society. Buying off the service years is a major way to realize the replacement of personnel. As an enormous social change involving tens of millions of workers and their family members, buying off the service years has a broad and far-reaching influence on the economic and social development. To understand this social fact deeply is not only beneficial to set down correct social policies, but also to explain the other current social phenomena and social problems, thereby it can promote the healthy running of our society.This thesis analyses the relevant information obtained from literature studies, questionnaires and in-depth interviews in the methods of qualitative research and quantitative research. It discusses the main features, causes and effects of buying off the service years in the restructuring of state-owned enterprises in the views of social justice theory, capital theory and social action theory.The thesis thinks that the essence of buying off the service years is to transform the status of workers from"the unit (the state-owned enterprise)"to"the social"through financial compensation in the process of the reform of state-owned enterprises. The process of buying off the service years displays the following major features: alternating other capital in a single economic capital, prominently unfair problem of financial compensation, transferring of risks to workers, non-voluntary and non-reciprocal, and workers'obedient action in the conflict. The main causes led to these features are that the orientation of the policies is bias under the concept of "efficiency first", and that governmental functions appear of mistakes and shortages because of the multiple role of the government, and that the imbalanced power is among the government, enterprises and workers and that the staff take limited rational action in the awareness of law-abiding.This thesis analyses the influences of buying off the service years. On one hand, it achieves replacement of the status of workers, enhances people's awareness of the market, and promotes effectively to establish the modern enterprise system and the market economy system. On the other hand, it brings about many negative impacts. For example, it leads to overall poverty of some workers when it changes the capital structure of them; in the social structure, it leads to disadvantageousness of some former workers of state-owned enterprises, at the same time it accelerates some of the better-off groups formed; in the social psychological aspects, it results in a certain level of social tension and anxiety, such as lose, lonely and hopeless for the future of some workers who had bought off the service years, and what's more, it brings about negative effects not only in the basic social values but also in the confidence of the legitimacy of the ruling.In order to reduce or eliminate these negative impacts, this thesis advises that we should reflect on conviction and nature of policies of the acts, consider wholly establishment and implement of the policies, abide by the principles of compensation according to contributions, fair operation and mutual benefit, establish an effective mechanism of the protection and development for the workers who had bought off the service years, especially the vulnerable groups of them, and build up a government-led social support network.
