The Study Of The Restructuring Of State-owned Enterprises Under The Non-profit Organization

The restructuring of state-owned enterprises as the the many economics scholars has been the favorite topic of conversation, but so far few people to conduct in-depth research institutions under the restructuring of state-owned enterprises. After the reform of state-owned enterprises and government agencies, the reform of the institutions as a new task in front of us. But today, the reform of institutions is still in its infancy, has not been able to enter into a comprehensive promotion number in hand the situation, in the final analysis, is not clear because of the direction and goal of the reform of public institutions, to support the strength of depth is not systematic and comprehensive thereby making the reform and development of our institutions is not made a significant progress. It can be deduced: the restructuring of institutions and will become a hot spot for some time. As institutions under the state-owned enterprises, its reform and restructuring will also become the focus of the reform of public institutions. Institutions under the state-owned enterprises as an example, this paper discusses the need for enterprise restructuring, the company’s overall restructuring program designed by the research firm characteristics and the main problems to, and study the feasibility, design a set of performance evaluation restructuring the results of the program. From which to resolve on reform mode selection, design optimization of the structure of property rights, the restructuring risk aversion, performance evaluation, and other issues. The basic idea of this study: First, a preliminary analysis of the formation and the status quo of China’s SOE Reform: Second, the combination of the institutions affiliated to a state-owned enterprise, according to the actual situation of the necessity of restructuring state-owned enterprises, and choose from the reform mode property rights structure design optimization, the corporate governance structure of the design and placement of workers compensation and resettlement programs to design a state-owned enterprise restructuring program; then on the basis of the restructuring program, the establishment of a state-owned enterprise performance appraisal index system to the state-owned enterprises an evaluation. According to the study to draw conclusions of this paper, and put forward the proposal of this article.
