This research took a county-level corporate of a state-owned insurance company as the example. Its department of customer service was studied to explore how to implement the goal setting theory efficiently.Action research and case study were used in the research. From the three aspects of goal setting theory itself, leaders and employee, we tried to analyze (1) if goal setting was feasible in basic companies;(2) how to implement the goal setting theory;(3) the main factors that influenced the implement of goal setting theory.It was found that:(1) Goal setting was feasible in basic companies. The main influential factors were: the attitudes and abilities of leaders, the motivation of employee and the strategies of employee to achieve their goals.(2) When the employee had low knowledge, performance goal orientation could motivate them more than learning goal orientation.(3) Goal setting theory had its sphere of application. It could motivate the employee in these work fields whose performance could be easily quantizing than those in the fields whose performance could not be.(4) On the management of basic companies, because of the employee's low knowledge and lack of initiative, leaders were very important to the management.(5) For the development of basic companies, training and induction should be given to the employee to strengthen their abilities.(6) The importance of the department of customer service should not be ignored in the insurance companies.
