As we know people live by eating, food beyond living. Up to today, eating is no more a satisfaction for physiological demand, it has been evolved to a call for health, a spiritual pleasure, and a embodiment of culture. The dining industry belongs to the traditional servicing business, which is also a typical labour-concentrated profession. Dining is therefore not only a topic of services but as an industry which takes more and more important part in the development of national economy. In recent years, with the rapid development of the economy of our country, also with the further enhancement of openness, dining industry develops in rapid paces and has become a rising industry of great potential and an industry closely related to living.However, as China joined WTO, foreign restaurants also entered from overseas. Meanwhile, the competition becomes fiercer day by day. Competitions between the dining companies appear obviously in the competition of the human resources. The development of dining industry depends deeply on human factors. The serious lack for human resource in dining industry has seriously restricted the further development of dining industry. The shortness of technical and administrating human resource has pulled many privately operated and old-brand restaurants into crisis.Needing for human resource turns out a stuff co-problem that all dining companies have to face, and this appears a barrier in the development of dining industry. How can we confront fierce competition? How can we develop and manage human resource? It is question which will judge death or alive to every dining company. The purpose of this paper is to investigate the problems of human resource development and management in national dining industry. In order to detailed analysis and investigation, this paper uses Jun Hong restaurant as a case study. This paper traces the international human resource development and management, and combines the practice of dining industry in our country, to establish a more complete system of human resource development and management. Moreover, through discovering the direction and ideology of human resource development and management in dining industry, lead to improve the realization of the importance of the human resource development and management, and alter the traditional human resource management mode. It also helps us to get away from the imitation or other unhealthy competition mode. Meanwhile, through enhance internal part management to win the leading competitive advantages, so, it can meet and satisfy the needs of the customers, and survive the fast changing market environment or more stable to face the fierce competition environment.This paper includes five sections. The first section emphasizes the importance of dining industry in the national economy. The dining industry continues to grow at a rapid pace, not only keeps taking larger proportion in the national economy, but also solves the problems of employment. Today, the competitions between the dining industries appear obviously in the competition of the talented employees. However, human resources development and management are vital in the dining industry. By comprehending the signification and the characteristic of the human resources, this section reveals the specific characteristics of human resource of dining industry, and analyzes the actuality and present situation of the national dining industry's human resources, then proposes the strategies. In section two, there involves general and present situation of Jun Hong restaurant. They contain:1. Clarity the size and production features of Jun Hong restaurant.2. Jun Hong restaurant's current strategy and tactics.3. Jun Hong restaurant's market targeting and market positioningIn section three, according to discussion and analysis the actuality of dining industry and combine the actuality of Jun Rong Restaurant, conclude the problems of Jun Hong Restaurant's development and management, and find out the causes which lead to these problems.Section four reveals Jun Hong restaurant'human resources management is a family management model. The human resources development and management in Jun Hong restaurant have been less concerned. Therefore, this may lead some serious difficulties to the restaurant's development.Finally, combine the actuality and characteristics of Jun Hong restaurant, and formulate Jun Hong's whole business tactics and specific human resources tactics and marketing positioning. Moreover, according to these tactics and marketing positioning, formulate Jun Hong's human resources strategy, which present in section five.
