The effective operation and management of research institutes are facing grate challenges during the transition from planned economy to market economy. The problems in management of research institutes, particularly personnel encouragement and assessment are discussed and the corresponding solving method are proposed in this paper.Currently, project management mode has been widely used in the research institutes of our country, but personnel incentive and assessment mechanisms can not really adapt with the system. And personnel training has not been perfect, thus it not beneficial to personnel incentive and increase of overall level of institutes. Moreover, it is worth considering how both short-term incentives and long-term ones are focused on at the same time. Stock right is usually considered to be an effective and long-term option for incentive.On the base of presentation of personnel incentive theory and through analysis of the current state of human resource incentive system in the research institutes of our country, the existing problems, strategy and future development for personnel inventive system are discussed, providing the reference for the development and practice of human resource theory in design institutes.
