Study Of Rural Public Goods Supply In The Perspective Of Social Capital

The rural public goods is the important component parts of rural productivity. Its reasonable and effective supplies not only are advantageous to reduce the burden on peasants, increase the peasants' income, pull forward the consume demands in countryside, but also the important factor to affect the countryside social stability. Public goods because of its non-excludability are inevitable to exist the phenomenon of "free rider" in the process of using and supplying, and finally fall into "the dilemma of collective action". Social capital theory, because it has increasingly powerful influence in the explanation of "the dilemma of collective action", receive people's universal attention day by day. But at present, there are only several articles studying on the rural public goods from the social capital angle. Therefore, this article does choose this angle of view to discuss how to perfect the rural public goods supplies.This article altogether is divided four parts. The first part discusses the origin of this research, reviews studies about the present situation of the social capital theory and the rural public goods .furthermore, I introduce the key, difficult points, and the methods of the research.The second part introduces the social capital concept, its characteristics and functions, and discusses the rural social capital concept, its types and the present situations. At present the social capital does not have a definite concept, in this thesis it refers one kind of social resources which widely exists during the social network relations and can be used by the actor to achieve own goal, and with the standard of trust and reciprocal benefit and so on. Finally it discusses the basic public goods theory, the rural public goods concept and its types.The third part discusses how the rural social capital influences the rural public goods supplies. Especially analyzes the frontage and the negative influence of rural social capital to the rural public goods supplies. And it analyzes the existing questions and the reasons in the present rural public goods supplies from the social capital angle.The fourth part further proposes some countermeasures and suggestions on how to make full use of rural social capital to promote the rural public goods supplies, and make positive role of social capital in multiplication of main body, capital source and the supplies way on the rural public goods supplies, as well as establishes the demand expression system of the rural public goods.
