Socialist new rural reconstruction is a great strategic planning which is put forward by the central party committee not only basing on the current economic situation but also on the implementation of the scientific development view and the construction of socialist harmonious society , it is a deepening and distillation of the guiding ideology of work about "three rural-related" problem , of course all these are based on the scientific and deeply understanding the development rule of economic society as well as the economical situation of agriculture-villages. In the initial stages of PRC, China have ever made useful exploration on the socialist rural reconstruction, but for all kinds of reasons our agriculture and villages developed so slowly that it affects the realization of construction of a comprehensively wealthy country seriously. The construction of a comprehensively wealthy country plays a key role on establishing the socialist project with Chinese characteristics. The villages are a key,importance as well as difficulty in the construction of a comprehensively wealthy country, so in the new historical period the success and failure of the construction of a comprehensively wealthy country is essential for solution to the "three rural-related" problem properly,immediate interest of farmers and realization of construction of a comprehensively wealthy country.It is a new and higher demand for government functional orientation to constructing a comprehensively wealth country. It also must be recognized that a distinct effect has been gotten in government functional orientation during a period of reform and improvement, because our economical society has developed rapidly. But we must realize clearly that in the condition of socialism market-oriented economy there is a gap between government functional orientation and the development of economical society as well as the demand of socialist rural reconstruction, so we must improve the government functional orientation.The thesis takes two methods which are theoretical analysis and empirical analysis. In the thesis , on the one hand it makes effort to get a overall and deeply understanding about government function as well as socialist rural reconstruction in terms of relative reference works,papers and datum, on the other hand we analyze the reasons resulting in the dislocation,vacancy and offside of government function to find the path which can lead to the accuracy orientation of government function in socialist rural reconstruction.The thesis includes five parts: the first is a general theoretical explanation , it talks about main governmental functions and points out lexical approach as well as practical significance. The second firstly explains the connotation and innovation of a new socialist countryside, then discussing the importance and impossibility of socialist rural reconstruction. In the third, we explain the governmental function; then there is an introduction about useful exploration made by China on the newly rural reconstruction, at same time we point out the problems about governmental function in the socialist rural reconstruction as well as all kinds of factors which influence orientation and exertion of governmental function. The fourth puts forward the goal of a government functional orientation in the socialist rural reconstruction, the goal is to establish a service government. In the fifth, on the basis of introduction and reference to South Korea's "new village movement" experience, the thesis provides the path on government functional orientation in the socialist rural reconstruction.
