Study On The Paly Of Government Functions In Farmland Transferring In Tai Zhou City Zhe Jiang Province

Farmland has been the farmers’ survival means of production for thousand years, and the livingstandards of farmers are closely related to the rural land. As the occurrence of the Household ContractResponsibility System, the productive forces were liberated in a certain period of time. However, as thedevelopment of modern agriculture, the scale management is replacing the household production, and thenthe farmland circulation appears. The Third Plenum of18th CPC Central Committee made it clear thatpeasants should be given more rights of property. The role of government which is the managementdepartment of farmland is crucial to promote normatively land circulation. After a research on the relevantliterature, this paper takes TaiZhou as an example, and concludes the existing phenomenons thatgrass-roots government was offside, dislocated, absent in farmland circulation. Through a deep research,this paper also analyses the existing problems and its deep reasons of grass-roots government in ruralfarmland circulation, and gives some specific policy recommendations.The first part of this paper is an introduction which mainly elaborates the background, the significance,the related research at home and abroad. The second part is the theoretical framework. This part definesrural farmland that this paper researches. The main theories are Institutional Change Theory, PropertyRight Theory, government functions related theory and so on. The third part analyses the present situationthat government function plays in rural farmland circulation in TaiZhou. The fourth part gives severalpolicy recommendations to standardize the government role in rural farmland circulation. The fifth partgives the results of this paper, and discusses them.Research shows: First, Although the rural farmland circulation is increasing in TaiZhou, some problemsare existed, such as short-term circulation, non-standardized program and so on. Second, In the ruralfarmland circulation, the grass-roots government has some problems, such as improper positioning, lack ofpublic services, poor management and so on. Specific policy measures are raised to solve these problems:first, strengthen the regulatory guidance; second, improve the public services; third, improve themanagement system.
