Aiming at the existing problems of the operation of the urban real estate management organs, I carried out the investigation and research concerning the operation status quo of these organs. Using the fundamental principle of the game theory, I describe the protruding of playing chess for benefit between government and the urban real estate management organs, deem that the root caused by this game for benefit results from the market factor and the factor of the system integrating checking, appraisal with rewards and punishment and it will bring about two effects, namely, positive one and negative one. Proceeding from the benefit conflict of the government, society and the urban real estate management organs, I respectively establish the playing chess as the game models involving the static style and the dynamic style, conduct the equilibrium analysis, eliciting the equilibrium game result that the government strengthen punishment and prompting of the real estate administration bureau and promote the urban real estate management organs to act on government's behalf for its supervising of function responsibility, which is the policy choice that accords with this game result most. In addition, I conducted the analysis over the aspects like the course of reforming the urban real estate management organs and the emerging of new opportunities, the finance policy trend and finance "supporting bottom" ability of the city government, as well as the reforming necessity of the urban real estate management organs. Finally, According to the actual conditions of the urban real estate management organs in Guiyang city, I put forward the corresponding reform countermeasure.
