Since George W. Bush Sr.'s "American Proposal", the negotiation of the FTAA(Free Trade Area of Americas) kept gradually progressing. However, since the beginning of the 21st century the process of the FTAA negotiation has suffered more and more resistance from Latin American countries, and even has gotten into a deadlock for times. The reasons for the problem of FTAA are profound and complicated. This paper aims to make an comprehensive exploration to Latin America's political, economic, social and diplomatic factors, and analyze the profound reasons for FTAA's stagnation through the method of induction and case study.Since the end of 1980s, United States and main international financial institutions has introduced neo-Uberalist economic reform to Latin American countries, and advocated its positive effect to their economy and society. Though neo-liberalism brought Latin America a short-term prosperity and stability, the subsequence proved that neo-liberalism was much more catastrophic than beneficial to Latin Americans in long term. At the same time, because of their efforts to change the status quo and seek more independent policy, Latin American left-wing parties achieved far-ranging support by the people. So Latin American began to "turn left" coincidentaily to seek a more independent and different way to progress. Because neo-liberalism and American hegemony are main components of the FTAA plan by United States, it suffered determined opposition from Latin American people and their left-wing governments.
