China Steel Industry Development Policy Research

As a basic material industry, Iron and Steel Industry takes a great important role in the national economy of China. Since 80^th century, Iron and Steel Industry of China made a great development, and since 1996 when the steel production quantity reached 100 million tons, the production capacity has been to the top No. 1 of the world. Even though, China is not a great power of iron and steel industry, it still has a long distance with other countries in aspects like the equipment level, product quality and grade, working efficiency, concentration of the industry and distributing of productivity etc., all of these become the limitation of China to be a great power of Iron and Steel Industry, so in all the influences to effect iron and steel industry, the policy of Iron and Steel Industry takes a great important role in the development of this industry.In this paper, the author makes an analysis and research of Iron and Steel Industry of China from the date of the foundation of China, especially to Iron and Steel Industry Development Policy which was issued in July 20, 2005, and also presents the policy direction of this book, together with the problems and effects after the policy be carried out, and analyzes the reason of the problems, also discusses the industry policy of developed countries and gives suggestions of perfecting the industry policy of Iron and Steel Industry.In this paper, the author does not deny the active effect of Iron and Steel Industry Development Policy, but he advocates to build the optimization of Iron and Steel Industry Development Policy on the base of the real developing situation of Iron and Steel Industry in China, the creation of this paper is that the author gives different thinking and opinions of Iron and Steel Industry Development Policy which was issued in 2005, for instance, the rethought of Distribution Policy and Industry Technology Policy of Iron and Steel Industry.
