In view of its importance and an immense impetus to the nation's economic growth, the iron and steel industry is considered as the rudimentary of the whole national economy and thus becomes the key point of macroeconomic control in the shape of industrial policies. Confronted with the adjustment of industrial structure at present, it is an imminent issue that how to draw correspondingly reasonable industry policies and whether the anticipative effect can be attained. Within the background mentioned above, through a comparison between the effects of policies implemented in iron and steel industry in different economic systems of two periods, which is the period before reform and open up to the outside, and the one after that. The diversity of industrial policies' effects in the two periods is thoroughly analyzed in the thesis. Based on the theory of industrial lifecycle the efficacy of structure policy of the iron and steel industry is estimated by making use of input-output model from the angle of industrial intersectoral linkage analysis, and also the reasons why the realistic effect deviates from the anticipative outcome is explained in this paper. The results of empirical analysis accord with the facts of China's iron and steel industrial growth, and on the basis of econometric studies the orientation to which the adjustment for iron and steel industrial policies is finally determined. The main innovations accomplished in this dissertation can be summed up as the following aspects:1, The development of iron and steel industry and its policies under different economic systems of the two different periods are systematically analyzed, and the distinction between them is comparatively argued.2, The process of iron and steel industrial policies' evolution is summarized, then the efficacy of these policies is evaluated by applying the input-output method, econometric model and the frame of analytic hierarchical approach.3, The impact of iron and steel industrial policies on economic growth, and the relationship between it and other fundamental industries are reviewed, then further the reason why the iron and steel industrial policies' effects could produce a deviation from the anticipative results is demonstrated.4, The difference of iron and steel industrial policies effects among China and typical examples of both developed and developing countries is analyzed through the international comparison, and on this basis the general criteria helping the recommendation of iron and steel industrial policies is put forward.
