Government Procurement System Planning Based On Information Resource Planning Analysis

The government procurement not only occupies an important position in economy of all countries, but also occupies an important quotient in global trade. The open and information of government procurement has been the research topic of many international economy organizations. Recently, in China, according to the request of building up the public finance frame system, we carry on many beneficial trials to the government procurement, but its information level is not very good enough. The separate development is not propitious to the share of information. And the application of information resource is also lag of the net construction.For resolving the above problems, pushing forward our information construction of government procurement, and carrying out the electronic government procurement, this thesis facing to application brings forward the system requirements analysis method of the government procurement information system based on information resource planning. There are five parts in this thesis:Chapter one introduces the background, the academic and practical meaning, and the present research of the domestic and international related realm. It also points out that the information resource planning method will fill up the blankness of the government procurement information system construction, and that will have an important meaning.Chapter two analyzes the concept of government procurement, and points out that to carry the government procurement system into execution is very important. Implementing the government procurement information construction is not only a part of the finance management innovation steps, but also a part of the government finance management information systems.Chapter three explains the meaning of information resource planning, its project method and the whole solution of information system project. At the same time, this thesis points out several shortages of information resource planning. Such as how to get the requirements of the system is not perfect, and the way to improve the business process is not satisfying, even some conceptions are mistiness. The thesis gives several advices to resolve them.Chapter four firstly expounds the inevitability of the system requirements analysis method of the government procurement information system based on information resource planning. And then through using the method to analyze the government procurement information system of X city's finance information resource planning project, the thesis gives the function model, data model and the system architecture model. It also gives the whole solution including the software project, the database project and the network project. Finally, the thesis introduces the way to write the summary use cases and the user-goal use cases, and it also gives some advice to the government procurement system, according to the method of business process improvement. That is just the research and innovation conclusions of this thesis.Chapter five sums up the research conclusions and the innovation viewpoints. At meantime, it points out the limitation that the thesis does not resolve the problem of several concept faintnesses. At last, it emphasizes the system requirements analysis method of the government procurement information system based on information resource planning will be the trend of the government procurement information system construction, and it also gives some suggestions to that.
