| As the background of GFMIS, government procurement, construction of centralized treasury payment system, and as the idea of the whole process management, the paper put forward in public procurement to use this idea to study management information system construction. The author of a municipal government procurement management information system construction as the study, a comprehensive account of the development of the building in two stages, software architecture, hardware and network architectures, and the function of the system and processes. Then, based on government-wide procurement process management, information management systems to integrate the needs and introduced the integrated operation. The status of the system is running, the analysis of the current problems facing the stage, the system has been running the centralized treasury payment system and the integration process. The integrated operation of the system conducted in-depth study by the Government Procurement budgeting, asset management and funds to pay, described the deficiencies and shortcomings, including major information systems is not enough of interrelated phenomena. Finally, the author proposed a comprehensive solution: First, to further improve government procurement budget preparation and implementation. The second is to strengthen the centralized treasury payment system as the mainstay of government procurement funds for the payment of management. Third is the entry point for asset management, the establishment of dynamic state-owned assets management system, to further promote the whole process of government procurement management. Fourth is to improve the system construction, strengthen the system integration efforts. Fifth is to strengthen supervision of government procurement mechanism, enhance the efficiency in the use of procurement funds. Six is to improve the system at the same time should also strengthen the building of system maintenance and improvement. |
