From the process of investigating the economic development, we can see that with the readjustment of state-owned economic structure, the non-public economy's rapid development, especially the private enterprises', has already became one of the most important supporting for china's rapid economic development. Although the importance of private enterprises has attach the society's importance to it, the small and middle private enterprise still have circulating capital problems. This is un-accordant with the private enterprise's contribution and effect ion of future in economic society's development. The main aim of the paper is to discuss ultimate causes and to find out countermeasures for small and middle private enterprises' financing problems. The paper exerting thewledge about enterprise financing, for example, the knowledge of contemporary western financing theories, the knowledge of monetaryeconomics and finance, analyzed the actual problems of private enterprises as well as the ultimate causes. Meanwhile, by comparing withthe western countries' policies and experiences in solving similarproblems, we gain some suggestions on solving the current financing problems of private enterprises. Base on these analyzed fact and suggestions, from the point of the whole society, including bank, enterprise and government etc, we approach a series of countermeasuresor solving the financing problems of private enterprises: improving self-qualities of small private enterprises, continuing supports the strengthen of finance organization, constructing the social credit system, consummating financing supply system, establishing and healthy the socialized service system of small and middle private enterprises financing.
