Nanjing State-owned Assets Management Model

These years the reform of state-owned asset management system has beena hot point of attention in the nation. Although there has been developmentin the state-owned asset management system reform in Nanjing, it has greatdiscrepancy compared with the requirement of economic system transform, andall kinds of problems have emerged in practices.The thesis begins with the basic concepts in assets, looks back onhistorical development of our country' s state-owned asset management systemreform, and introduces the target and important meaning of state-owned assetmanagement. On the basis of analyzing and studying domestic and overseas meanstream state-owned asset management pattern and considering the realities andcurrent conditions in the development of Nanjing, the thesis finds out thekey problems and their reasons in the state-owned asset management at present.On the basis of further referring to the realities, the experiences instate-owned asset management reform in recent years, and the fruits of reformin various regions of the country, the thesis expatiates on my primary thoughtsand suggestions on the state-owned asset management system reform in Nanjingfrom aspects including perfecting the legal entity governance system,perfecting the incitement and restriction system, propelling budgeting ofstate-owned asset management, perfecting performance evaluation system andperfecting state-owned asset management law and regulation system.
