As the development of the China‘s economy, the competition between enterprises becomes fierce, and the consultative function of the Hu Nan resource management in terms of making implementing strategies is enhanced. And performance management and performance reviews, as the core intent of the human resource management, have played a more and more important role in improving the work ability of the enterprise‘s employees and the whole performance ability of the employees, as well as in ensuring the realization of the enterprise ‘s organizational strategies.Since the cigarette logistics distribution center of the Chenzhou tobacco company carried out the business model of ?body incorporate?, it has been transformed from a department of the Chenzhou tobacco company to a non-corporate entity. Essentially, on condition that the Chenzhou tobacco company as the business entity, it implements centralized and vertical management towards all the people, financial and material resources of local cigarette logistics as a non-corporate entity which operates independently. Besides, it realizes unified dispatches of logistics by centralized warehousing and sorting. Moreover, it sets up transfer stations reasonably without the limit of administrative area and carries out uniform distribution, whose logistics costs are separately accounted. Additionally, it takes charge of the logistics functions which are undertaken b y the branch company at county level and the relationship of logistics staffs. All the logistics staffs and salaries are also in the charge of the cigarette logistics distribution center with unified management, check and distribution. According to territo rial principle, the branch company at county level is responsible for logistics service and the security and safety work of local cigarette logistics distribution.This thesis, taking the logistics center of Binzhou tobacco company as research object, and with the literature research method, empirical approach, analyzes the current situation of the construction of the performance review system. And by combining the interviews of the employees and the survey method, the author explores the new need of the ?non-legal entity? to the performance review system and the implementation. By using object management, balance score card, 360-degrees feedback, KPI, some aspects like performance management system, performance planning, the confirm of the performance index, the implement of the system. The performance evaluation, the continuous change, are completed and improved. Moreover, this thesis also lists the implementing objects in the process of the implementation and offer some detailed solutions to fix them.
