Urbanization is a worldwide economic and social phenomena, it's the historical process that the way of production and living varies from village to city. It shows the process that rural population transfer to urban cities and the cities constant development and improvement. China is at the stage of rapid urbanization. Although the reform and opening up has made great strides in China's urbanization level, but there are still many problems. In particular, the government couldn't play an effect role in the process of urbanization. Therefore, how to coordinate the relationship between the government and market, and intervene in urbanization properly has become a serious problem.The paper theoretically studies the city government's intervenient motivations and government failures, on this basis, we analysis China's government intervention and government failure, Meanwhile, we compare the different methods about government intervention of urbanization process abroad, and make reasonable recommendations about urbanization intervention policy.The main contents of the article are as follows:The first part is introduction. The introduction briefly discussed the research significance, the present situation on the content, the researching methods, the possible innovation and inadequate.The second part is basic assumptions and concepts defined. We establish hypothetical assumptions about rational economic man and limited rationality. Define the concepts about cities, towns, villages, urbanization and its measurable indicators, government and government intervention.The third part is theoretical analysis about government intervention of urbanization. First, we discuss the reason of government interference in the economy, thereby extending the government's acts logic in urbanization, on the basis, we analysis the probable government failure in the government interference. The main conclusion of the study is: Market failures are exist in China's urbanization process, and it is the main reason for government intervention. However, due to the government's own shortcomings, the government interfere often leads to failure. In urbanization area, the government failure performances that government's inadequate and excessive intervention. The fourth part studies government intervention and government failure in China's urbanization process. First, we analysis China's urbanization process and its historical features; Secondly, under the different systems background before and after the reform and opening-up, we research the government intervention and government failure. The main conclusion of the study is: Before and after the reform and opening up, the way of government intervention have changed, from government to government led and market regulation. Before the reform and opening-up, government failure in urbanization process appears excessive intervention; after the reform and opening up, excessive government intervention and lack of intervention are coexist.The fifth part is the researches of government intervene in the process of urbanization abroad. By comparing United States, Germany and other countries'urbanization process and government intervention, we found that reasonable intervention, reform and innovation about the government management system have great significance to the process of urbanization.The sixth part is the main conclusions and some suggestions. The article summarizes to the whole study and gives some advices.
