The topic on the function of government is an ancient but also ever-new one. Under modern market economy circumstances, each modernized country should face up to the problem, that is, how to make the government smartly play the role of " the visible hand " and go hand in hand with "the invisible hand" to keep the social and economic development highly active and efficient, at the same time keep fair and balance. Nowadays, the global economic integration tide impels governments to carry on the reform and innovation rapidly. After the founding of the People's Republic of China in 1949, our government had placed the importance of the national economy on the resources mining industry to get rid of poverty in the shortest time and develop the economy swiftly. Since the Reform and Opening up in 1978, with the deepening of economic structure reformation, we suffered a lot from the past practice that only paid attention to the mining quantity but took no consideration of the cities' healthy development, which was frequently called as "the plundering development model". The resources exhausting cities are increasingly facing more difficulties and sterner challenges in the process that our country is transforming from the planned economy system to the market economy system, the sellers' market to the buyers' market, the extensive management to the intensive management, the traditional industry to the emerging industry. When the situation home and abroad has changed a lot in the 21st century, the prominent problem facing the resources cities is how to make the transition from resources advantage to economic advantage and break away from the predicament of limitation and exhaustion and bring about sustainable development, which is a worldwide difficult problem. In view of the differences in government functions and state forms, the foreign research mainly focuses on the social point of view and its resolution, while the domestic research on "the continual development", which meets many barriers in practice. As far as this paper is concerned, it does not aim to and in fact not propose a whole set of schemes on how to restructure this kind of cities systematically, but bases on the government support and takes into consideration the specific national conditions of economic restructuring, then analyses and draws up the foreign governments successful regulation experience in this field.
