Regional Differences, And Integration Study

Expansion of the economic difference in region has become a serious economicproblem, it impacts on the economy development and social stability, everyone has paidgreat attention to it. Jiangsu province although is one of the most prosperous province inour country, it also has the same problem. Expansion of economic difference in it's interiorimpacts on the speed and permanence of total economy development in Jiangsu province,it also affects the target of the "two initiatives" of Jiangsu province.Firstly, based on the relevant theories on regional research in China and othercountries, this thesis analyzes the present economic differences between the SouthernJiangsu Province and the Northern Jiangsu Province as well as the reasons. Furthermore,the favorable factors to achieve the regional economic integration of the Northern JiangsuProvince are put forward in this thesis. The research of regional problem in this paper isfrom the study of the strategic environment of the problem region.Through the analysis we find that the problem of the Northern Jiangsu Province is thelow level of industrialization. So, the property of the policy promoting the mutualdevelopment in Northern Jiangsu Province, based on the analysis mentioned above, can beregarded as the measures to advance the industrialization and urbanization of this region.The policy system promoting the mutual development of Northern Jiangsu Provinceincludes: the institution basis with a clear and definite statute system, the specializedadministration organizations, the arrangement of policy procedures and the policy affectingobjects; the policy option with the promotion of its industrial shift and the implement ofthe "strategy for the central part development", the "strategy for the coastal areadevelopment" and the step-by-step development from certain points to the whole region;taking the standardized regional fiscal subsidiary policy, tax-favored policy, theestablishment of the Northem Jiangsu Province Funds and the special administrativeorganizations as the direct aiding devices for the development of Northern JiangsuProvince; taking the adjustment of the use of capital, the direct investment forinfrastructure from the provincial government and the central government, the promotionof the rational establishment of industrial zones as the indirect aiding devices.
