The thesis studies the historical development of common employment policy during the process of European integration, explores the historic interaction between the common employment policy and the process of European integration, and perceives the flexuose development of European integration.The common employment policy passed through continuous explorations, adjustment and development during the process of European integration, was deeply influenced by the integration process, and in turn, impacted on and promoted the process of European integration. In order to provide a stable social order for the Coal and Steel Community and eliminate the obstacles of the construction of common market before the establishment of the EU, European Community constantly groped for the related employment policy and made unremitting efforts for the placement of the remaining workers and the free flow of labors. During the early times, EU got hold of the opportunity of resolving the increasingly serious unemployment to discuss and focus on the cooperation policy from the supra-national level, and then affirmed the legitimacy of the common employment policy, in order to ensure the smooth development of European Economic and Monetary Union and the promotion of social policy. After the "Treaty of Amsterdam" in 1997, the common employment policy in the form of the European Employment Strategy accessed to the track of development and then developed gradually into a more systematic employment policy coordination mechanism after constant adjustment and improvement. So, the development of the common employment policy not only reflects the historical missions in the different stages of European integration, but also predicts the forward sinuous hardship nature of the development of European integration.
