Just for Jiangsu Province, it could be divided into different regions according to culture, city, economy, administration and other factors. The rich research results on the above form the theoretical foundation and the practice base of the Research. For Yancheng City, the development status is different at each county. Therefore, the Article emphasizes on how to promote the whole economy developing harmoniously so as to achieve the well-to-do target firstly in northern Jiangsu.
