Liaoning Province, Agricultural Insurance Study

Because of the actual situation in China, the agricultural risk is more complicated and diverse; the economy loss which the agricultural risk causes is increasingly huge. Since the ancient times, China is the country with more natural disaster in the world. The agricultural insurance is the important constituent in agricultural safeguard and the insurance system; it is the significant arrangement of risk management which connect with farmer, agricultural and rural economy development. But the participation rate of agricultural insurance in our country is excessively low recent years, the scale of agricultural insurance supplies also wither suddenly, the low valid need and supply can't support a commercial agriculture insurance market. Our country also realizes the importance of establishing policy agricultural insurance system. Under the support of our government, 9 provinces and cities have started the policy agricultural insurance experiment from 2004. Liaoning as a big agricultural province also took develops to the agricultural insurance practice and the exploration work, simultaneously accumulated certain experience and also discovered some questions.This paper unifies methods such as empirical and normative analysis, qualitative and quantitative analysis, static and dynamic analysis, based on successful experience and the study of agricultural insurance development in domestic and foreign countries, analyzes the problems of Liaoning agricultural insurance, aiming at establishing an agricultural insurance mechanism that conforms to Liaoning Province's agricultural development.This article divides into three parts; the first part is composed by three chapters which introduce the agricultural insurance basic connotation as well as the various countries agricultural insurance crosswise comparison. The first chapter elaborated the research goal and the significance as well as innovation; the second chapter introduces concept, theory basis and effect of agricultural insurance; the third chapter introduces development situation of overseas agricultural insurance and some apocalypses are got.The second part discovers some questions in Liaoning Province agricultural insurance in the experience, and put forward some solutions which are important to the development of agricultural insurance. These questions include the choice between commercial agricultural insurance and policy agricultural insurance, the best selection of agricultural insurance modes, the financial support and supervising and managing of policy agricultural insurance.The third part elaborates Liaoning Province agricultural insurance concrete construction in detail which constitutes by the fifth chapter. This part is the key point, also is of more innovations. This part considers of the legislation, the specific pattern construction, the initial fund collection, the agricultural insurance district and the premium formulation, the insurance fund establishment, the moral risk control, agricultural insurance supervising and managing. The innovations of this dissertation are: agricultural insurance region division method, moreover, the author for the first time estimates the government subsidy which the Liaoning Province policy agricultural insurance needs.
