| Agriculture, rural areas and farmers, have always been China's economic and social major issues overall development process. The difficulties and keys of achieving the goals of a "well-off "society lie in rural. With the acceleration of industrialization and urbanization, the essential factors such as land, capital are massively centralized to the city. The disparity of income of the city and the rural residents' is enlarging. The state economy and social structure highlights the imbalance. In the future, our state develops well, the structure of harmonious society steps up, and the social economy grows steadily or not, are decided in the development and stability of rural. Meanwhile our country already initially had the ability of industry to return the agriculture, of the city to support the countryside . To comprehensively advance of agriculture, the rural and the farmers, to build the socialism new rural is imperative. There is a process of a policy which is proposed and propaganda in the macroscopic, is proved and planed in the intermediate, and advanced specifically gradually.
