The rural finance system of Heilongjiang province is still imperfect now, all kinds of rural finance organizations have not exert its function, made the countryside fund massive flowed out,the contradiction between the supply and demand of rural finance become remarkable day by day, the rural finance suppression is serious. At the same time, the development of agricultural insurance is slow; the agricultural production cannot obtain enough safeguard.3rd, the primary reasons that made the rural finance organizations cannot support the new rural reconstruction are: the policy-type financial organ support force is not enough, the commercial financial organ withdraws from the rural finance market, and the folk-finance is flourishing but lacks of necessary surveillance and safeguard, the credit resource of cooperative financial organ(countryside credit association) is limited, unable to support independently; The rural finance market lacks effective market access and withdrawal mechanism, forms the monopoly of rural finance market, lacks competition; there is no good external environment for the rural finance development, the rural economy development level is low, the rural credit environment is inferior.According to the conclusion of this article and the rural economy development situation of Heilongjiang province, and combined with the advanced experience of overseas rural finance development, this article brought forward advices that the Heilongjiang province rural finance how to support the socialistic new rural reconstruction as following eight countermeasures: the first is to cultivate competitive rural finance market; the second is to further deepen the reform of countryside credit association; the third is that we must enlarge the agricultural development bank's support for agriculture; the fourth is that we must guide the postal savings bank to support the new rural reconstruction; the fifth is that we must strengthen finance support to the agricultural industrial production; the sixth is that we must take the financial service as the methods, to promote agricultural product export trade; the seventh is that we must consummate the agricultural insurance system; the eighth is that we must renovate the rural credit environment.
