It lighted the bright contrail of China's reform and opening to the outside world that China began to go on the way of powerful nation since 1978. It is a remarkable (?)ign of practicing reform and opening to the outside world in China carries out merchant promotion and business invitation. Depending on merchant promotion and business invitation, it promoted opening to the domestic and abroad and economic development. Merchant promotion and business invitation brought scarcely capital, technology and wide markets for us in the early of development. Along with the improvement of developing grade, merchant promotion and business invitation gave us new ideas, management model and promoted China's reform and changes of institution.Since economic reform and opening up, because of the shortage of capital, out of the need for economic development, China's local governments regard attracting foreign investment as a primary task, which plays main role in developing local economic development. Although investment promotion has certain historical legitimacy and positive roles, direct involvement in investment promotion is essentially irrational, leads to the unclear role positioning, the government is overrun and mismatched, is immature performance in the process of functional transformation among the roles of government, market and society.From the angle of administrative management, government holds public authority; it cannot intervene in economic activities, and should create a fair, healthy environment for economic services, and maintain economic order and solve livelihood problems. Under conditions of market economy, government must be a rule-by-law and limited government. From theoretical analysis to the practice of investment in recent years indicate that: Government should be accurately positioned as the object of building regional environment. At this stage, the government should shoulder the following responsibilities: drawing up policies, studies the model led by the government. It is pointed out that the model above mentioned confuses the relationship between government and market. The governance of governmental business invitation is urgent to be changed.Chapter Five: Behavior Governance of Local Governmental Business Invitation. As the emphasis of this thesis, this chapter is divided into four sections. Section One analyzes the functional orientation of local government during business invitation. Section Two points out that local government should focus on the construction of institutions. Section Three researches the behavioral role of local government during business invitation. Section Four provides countermeasures for the institutions innovation and behavior governance improvement of local government.Chapter Six: Conclusion. This chapter concludes all the concepts in this thesis. It also brings out next issues to be studied.
