The Study Of Government Function On Optimizing The Soft Environment For Business Invitation And Investment Attraction From Taiwan Into Qingdao

In recent years,new changes have taken place in Taiwan businessmen's investment strategy in Mainland.Aiming at the huge market in Mainland,they actively transferred their investment from the Yangtze River Delta Region and Pearl River Delta Region to the Western China and the Bohai Sea Area in order to keep better track of the Mainland market and get better return.It is not government's direct involvement or the hard control in the business invitation and investment attraction that decide where Taiwan investment go or where the business gather around,but the good environment for development and the low trade cost that does decide.So,it is required for the government to set down and implement some effective public policy,provide high qualified yet low price public establishment and public services.The development of the investment environment is kind of a complicated systems engineering,which involves two decisive aspects——hard environment and soft environment.Hard environment is related to the resources of production and market,and the constructing of the public facilities.Soft environment refers to the government policy,regulations,services and credit,as well as high-quality and civilized citizens.In respect of the influence to the investment environment,it is essential for our government,which is served as the organizer and the superior power of the regional economy,to set a good image,exert its efforts and transform its role and function in market economy.In short,government is the essential role in the development of investment environment,of which the competition is going on between the governments eventually about services.Therefore,it is necessary for our government to transform the function and establish the service system to become a modern and qualified government and to be a great help in developing the investment environment.Within the thirty years since the reform and open policy,Qingdao has made a great progress in economy and society.The development of investment environment has always been the great concern of all the governments.We are glad to see the improvement of such hard environment as the public facilities,the rise of the comparative advantages in convenient geographic location,large amount of work forces,and natural resources.Soft environment,however,is a little bit getting behind in terms of some unreasonable action taken by the local government especially the inferior district governments,which restricts the pace of inviting Taiwan's business and attracting their investment.Therefore,it is the urgent issue for the government to transform the function as soon as possible and optimize the investment environment.This article has analyzed the development history of investment invitation from Taiwan into Qingdao.Meanwhile,with the multi-factor appraisal method of analyzing investment environment,this article has made qualitative and quantitative analysis in detail on Qingdao investment soft environment,and has testified the necessity and significance of inviting Taiwan businessmen's investment,improving Qingdao's investment soft environment and establishing service-oriented government with the method of making a horizontal comparison of our city with other domestic cities.Besides,this article also points out that the pace of the investment invitation must be kept with the local development,that is to say,to transform the government function as the starting point of improving soft environment construction,and to improve the investment soft environment from the following four aspects:political environment,law environment,market management environment,and culture environment.All the measures are expected to be beneficial of improving the investment environment for the outside businessmen especially the Taiwan businessmen,and promoting the economical cooperation between Taiwan and Qingdao,and accelerating the regional economical development as well.
