The endowment insurance system of the government Public institutions is an important component of the whole social security system. The lagging of the endowment insurance system of the government public institutions, has not merely influenced the development and completion of the whole social security system, has restricted the forming of the nationwide unified labor market, but has aggravated the national financial burden,has hindered the construction of the socialist harmonious society. The purpose of this text,through analyzing the historic state of the endowment reform and the current situation and problem,lies in improving the understanding of the social importance and impendency of deepening the endowment insurance system reform of the government public institutions.Enterprise's insurance has reformed since 1991, has gained some precious experience, like the standard , the unification multi-level insurance system, the unifying of social overall plan and individual account into the endowment insurance fund management pattern, the scientific pension defined, the supervisory service the socialization and so on, this has the reality significance to instituting endowment insurance of the Government Public Institutions.The principle and goal mode of the reform must be defined in the endowment insurance system reform of the government public institutions. Following the analysis of four system modes of the endowment insurance system in the world,this text proposes that our country should absorb every advantage of modes fully in order to choose a new mode which contain the advantages of the three new-type modes,which is partial accumulation,forced saving and insure subsidy. This is not only the goal what we achieve in studying the foreign endowment insurance systems and absorbing and drawing lessons form,but also the necessity of establish new-type endowment insurance system according to the real situation of our country.
