The Research Of The Development Of China's Public-spirited Science & Technology Research Organization

Nowadays, S&T (short for"Science & Technology") is playing a more and more important role in upgrading a nation's core competitiveness. Many nations have regarded optimizing the allocation of the research resource and quickly improving the S&T innovation as the government's vital task. The structure of research subject and human resource has been optimized and the competent of S&T innovation has been strengthened, although the form of"two management mechanisms in one organization"has come into being. Then, in the light of the theory of non-profit organization, the deep problems such as the vagueness of"non-profit"and"self-governing"existing in the organizations'operation have been set forth. Detaily speaking, the vagueness of"non-profit"affects the S&T products, development direction and the management system of the public-spirited S&T research organizations, and the vagueness of"self-governing"affects the organizations'project selection. At last, drawing on the experience of the relevant S&T research organizations in the developed countries, combining with China's special situation, aiming at the specific situation of China's public-spirited S&T research organizations, the countermeasures on the organizations'operation and management in the way of non-profit are put forward. That is, aiming at the objective of the socialization of management, financial source and public service, the public-spirited S&T research organizations should properly dealing the relationship with the government, the market and the society. To become the non-profit S&T research organization in nature, to become more and more scientific, standard and high-efficient, to become the more foundational power in the nation's S&T innovation system and so that to reserve the competent for the sustained social and economic development, the improvement of the external situation including the nation's stipulation of laws, the government's guide of policies and the industry's encourage should be placed on the agenda. Meanwhile, the public-spirited S&T research organizations should make better in the internal management including the organization structure, financial management, HR system and evaluation system.
