The article mainly researches the transformation of U.S Economic Strategy to China with a view of International Political Economy. After the study of the Transformation and its dynamic reason, we could understand the U.S-China economic relations well, then, know the complexity of the U.S-China relations.U.S. foreign economic strategy is affected by the factors from two levels, international and domestic. As the hegemonic nation of international economic regime, the principal goal of American foreign economic strategy is to sustain its hegemony, as well as making other nations share the Commitment. America also pursues benefits for the domestic interest groups by the hegemony. But for the diversity of the interest groups, American foreign economic policy is swinging. So the policy is determined by the international and domestic factors, changing with the international environment.Before China joining the WTO and the deepening of globalization, there was no exact economic strategy to China, which subordinated to the diplomatic strategy. China's rise changes the international economic regime dominated by USA, which makes American economic strategy to China transforming."Economic Engagement"becomes the core of American economic strategy to China, by which American try to supervise China's development, promote China's institution reform, as well as to make China merge into international economic regime. In short, as US-China interdependence is deepening, the cooperation of two nations is more and more inevitable.
