Support The Development Of High-tech Industries, Financial Investment And Financing Research

The rapid development of high-tech with knowledge and information as the core, not only profoundly changed the social life,but also has played a great role in promoting to world economic development. High-tech industry is a high degree of knowledge and technology-intensive groups,and its development can achieve upgrading of the industrial stucture and ensure the stability of national economic growth and sustainable development .All this has strateqic significance to our country's economic development. Although china's high-tech industries have achieved rapid development in rencent years ,they also have wide gap between the developed countries, particularly in the financing .Financing problems hace become an important factor in impacting the development of china's high-tech industry.From the development of all countries in the world ,in order to achieve international competitiveness in the future,many governments has taken some supportting policies to support the development of the high-tech industries in view of different characteristics at different stages.Altough different countries has taken different policies and different ways , the government's macro-control achieves good effect.In view of out country's actual conditions and according to the differences of financing characteristics at different stages , this paper has done some specific analysis to the financing prolems of the high-tech industies. We learn that the financing prolems are not caused by the scarcity of funds which provide from market,but because of the high-risk of high-tech industries.The outcome of the reasons for this is because of the information asymmetry. Since the high-tech industries are"quasi-public goods"and have external effects,then the Government should play its functions to take certain measures to eliminate the failuer of market-oriented financing. Fiscal Investment and Loan has the nature of fiscal and monetary ,which decide that it is an effective way to solve the financing problems of high-tech industries.In this paper,the Fiscal Investment and Loan has been introduced into the specific field of high-tech industries to analysis how to promote the development of high-tech industries. From a micro level, Fiscal Investment and Loan has been introduced into the diversified financial system as the role of a"catalyst",to coordinat with other financial resources and make the combination of the financial resources structure optimization and raise the entire configuration efficiency ,which relying on its special attribute of fiscal and monetary. Due to the leading role of Fiscal Investment and Loan,made commercial funds,private capital and risk invesement funds playing great efforts to the development of high-tech industries. From a macro level, Because of the policy advantages of Fiscal Investment and Loan ,it can implement the state's industrial policy and optimizate the structure of the high-tech industries ,and all this has done through fiscal policy ,tax policy and government guarantees .
