Analysis Of The Roles And Functions Of The Government Forestry Cooperation Organization

Accompanying the procedure of market economics reform and collective ownership of forests system reform, scattered farmers have become the independent competitors of the market. This transformation has, on one side, enhanced rural productivity; on the other side, caused difficulties for individual farmers to accommodate the vast market. Forestry cooperative economic organization is an effective solution to this problem. Forestry cooperative economic organization has significant effect on increasing the organized member of farmers, guiding farmers to participate in market competition, improving forestry products quality and enhancing technological level of forestry industry.Studies and practices of international cooperative organizations show that the role and functions of government has great influence on the development of cooperative economic organizations. During the fostering of forestry cooperative economic organizations, the role of government must be carefully studied, and the scope of government power and functions must be properly defined and restricted. Both redundant intervene from government or absence in some essential realm will handicap the development of forestry cooperative economic organizations.This thesis discusses the relationship between Chinese government and forestry cooperative economic organizations from both theoretic and the substantial aspects. The article analyses the necessity and potential defects of government intervention on the basis of lucubrating various theories on government function and forestry cooperative economic organization, thus provides the principles and steps of government intervening to forestry cooperative economic organizations. Dividing the government functions into market supervising, macroeconomic regulation, social administrating and public service, the thesis elaborates on each function's embodiment in forestry cooperative economic organization. The innovation of this thesis lies in the division of inner and outer affairs of forestry cooperative economic organization, and design of the ideal model of relationship between Chinese government and forestry cooperative economic organization on this basis.In recent years, different kinds of forestry cooperative economic organizations have been growing rapidly, which contribute significantly to upgrading of forestry industry and the living standard of farmers. Nanping City of Fujian Province is a typical large city which takes forestry as its primary industry. This thesis chooses Nanping City as an example to research the current status of forestry cooperative economic organizations and the government's role in these organizations. The article points out the existing problems, finds out the reasons and, finally, provides specific advisory policies to establish a sound relationship between Chinese government and forestry cooperative economic organizations.
