An Analysis On The Organization Mode,economic Benefit And Development Of Village Cooperative Farms In Jiangsu Province

It is the only way to build modern agriculture to adhere to the basic rural management system and cultivate and expand new agricultural management subjects,which is related to promoting agricultural and rural modernization and realizing rural revitalization.Since the reform and opening up for more than 40 years,since the 18 th National Congress of the CPC,policy opinions on cultivating and expanding new agricultural management subjects and new agricultural management bodies with high quality development have been issued successively from the national level,Local governments at all levels have also successively issued supporting policies to encourage the development of new agricultural operation,and the number of new agricultural operators has increased rapidly,By the end of 2018,the total number of all kinds of new agricultural business entities in China has exceeded 3 million,forming a variety of close interest connection mechanisms with farmers,and becoming an important force to promote the development of agricultural and rural modernization.However,we can also see that there are still some problems in the development of new agricultural operators,such as backward infrastructure,small scale of production and planting,poor unity,backward production and management concept,unbalanced regional development,high market risk of agricultural products and low market discourse power.Among them,the number of family farms is increasing rapidly,the market competition is becoming increasingly fierce,and farmers’ cooperatives also have some problems,such as small scale,low degree of organization,imperfect rules and regulations,etc.Considering the limitations of these new agricultural business entities that adopt the individual or private mode of agricultural production and operation,they can not fully meet the requirements of all farmers’ transfer of farmland,resulting in a series of contradictions And the problems gradually began to highlight,which restricted the high-quality development of new agricultural operators,and it was difficult to meet the requirements of agricultural and rural modernization.From the external environment,there are still some problems in the new agricultural business entities,such as land use difficulties,backward agricultural financial services,lagged agricultural information exchange and circulation,and the guidance and service ability of relevant departments need to be improved.At the same time,we also see that there are still a large number of independent business models in rural areas.This fragmented production and business model of agricultural land has caused problems such as low mechanization,low production efficiency and even land abandonment,which makes the development of agricultural and rural modernization difficult.In view of this,under the basic conditions of allowing farmers to voluntarily transfer land and contract the right to operate,in order to maintain the need of agricultural benign development,the village collective economy obtains the economic benefits,explores the possibility of new agricultural operation mode,and adopts the collective transfer of agricultural land in village to let farmers’ funds or farmland enter the stock market,aiming at the weak features of the new agricultural management subject compared with other modes,The way of unified management,unified training,unified production and planting and unified service has become an attempt to establish village level cooperative farm.Village cooperative farm not only promotes land circulation,but also facilitates the basic construction of farmland,and makes agriculture go to scale and modernization.But the market demand and problems to be solved in each township in each region will be different due to the different geographical location and policy measures.There will be great differences in the analysis of the current situation of operation and the prospect of future development.Therefore,it is necessary to analyze the economic benefits of different organization modes of village cooperative farm,and to find out the corresponding policy suggestions compared with the cost and benefit of professional large households.Rice is the largest grain crop in Jiangsu Province,and it is also the main crop in the production and management of village cooperative farms in Jiangsu Province.Therefore,this paper studies the advantages,disadvantages and influencing factors of village level cooperative farms based on the cost-benefit of rice under different modes of village cooperative farms in Jiangsu Province and the analysis and comparison with professional farmers.Based on the field investigation and interview of village cooperative farms in Suzhou,Nantong,Huai’an,Xuzhou and other places in Jiangsu Province,this paper analyzes the occurrence mechanism of village cooperative farms,as well as the development process and current situation of the construction of village cooperative farms through cases.Then,the cost-benefit strategies of the village level cooperative farms under different organizational modes and with large professional households were compared and analyzed,and the possible advantages of the village level cooperative farms in Jiangsu Province were analyzed.The results show that: compared with large professional households,the village cooperative farm has better economic benefits and certain advantages.Under different organization modes,self built cooperative farm is the best solution,which proves that the organization mode is the highest organization form of cooperative farm at village level and promotes the increase of production and income.Finally,this paper analyzes the operation difficulties and development challenges of village cooperative farms in Jiangsu Province,and deeply analyzes the restrictive factors affecting the development of cooperative farms in Jiangsu Province.This paper puts forward countermeasures and suggestions to promote the development of village cooperative farms.To provide new business ideas and perspectives for the current village collective trapped in economic problems,enrich the economic development mode of village collective,and expand a new road of economic development;to provide new ideas for the village collective hesitant to establish cooperative farms,and to explore the practical significance for improving the income of local farmers and agricultural efficiency;to establish cooperative farms,but the management is relatively difficult It is necessary to provide some countermeasures and suggestions for the village collective which is not perfect enough.
