| In the project, project procurement management is almost throughout the entire project life cycle, project procurement management mode directly impacts on the models of project management and the types of project contract, plays an important role to the overall management of the project. But now the project procurement in the operation of the project being a relatively weak links in the mechanism, structure and management methods and so on can not completely meet the needs of international market competition. Chinese traditional procurement model, completed only by individuals independently from the plan workout, inquiring price, choosing to contract signing and implementation to fulfill the whole process. In recent years, the project has diversified materials, the industry which the project belongs to has diversified, so that the conflict took up in procurement knowledge experience and industry background, making traditional single procurement model impossibly to complete such a complex link, it is necessary to the overall project team to complete the procurement process, project procurement of team-building has become an urgent problems which need to study and solve. This issue has attracted experts and corporate decision-makers a high degree of attention, but most of the existing theoretical research just aim at certain types of enterprises or nationwide projects in the field of a team-building aspects of the study, and project team-building which aim at industry-specific material procurement becoming a systematic or comprehensive comparativly study literature is less, not very mature either.This paper is mainly to school-based management, project management theory and project team-building theory as a guide, through the comprehensive study including access to the literature, theory in order, on-the-spot investigation, on the point of the management consulting firms. The research methods used mainly are review of the literature and on-the-spot investigation, combining cases, a qualitative analysis and in conjunction with certain quantitative analysis to achieve the purpose.Based on the survey and analysis of project procurement team-building in material procurement enterprises, the common questions on the project team-building in material procurement enterprises are discussed. Such as the organizational structure setting up unreasonably, the lack of an effective project team management mechanism, irrational team knowledge structure, team-building philosophy dropping behind, etc. Its principal causes are in these two areas including weak project management concepts, backward mode and not enough intensive projects human resources development. Against the common problems of project team-building in material procurement enterprises, based on theoretical framework of team-building, a set of solution has been put forward on the many problems of project team-building in materials procurement enterprise: the establishment of an appropriate organizational structure, the implementation of the project manager responsible for the system, and rational planning the staff size and structure of team-members, establishing a perfect project management team, determining reasonable team knowledge structure, etc. Finally, a case of a materials purchasing enterprises is arisen as the investigation of their team-building configuration status, being analyzed the problems that exist in the project team-building, and solution designed to improve the program. |
