OEM is a new production organization, which is the result of the international division of labor cooperation under the economical globalization and is an effective way to optimize the allocation of resources and also is the inevitable result of market segmentation, the Notebook OEM is one type of it.The Notebook OEM in China was pushed into the international market ahead of time and was asked for high qualities with the whole global economic warming. It's going to be more difficult to fit for the new environment to take part in the international compete operation. Now, more effective operation and compete model are needed. When the businesses are facing with the strong compete, lowing the cost to enhance their compartment. For the NB OEM ,it's very important to control the costs, because of the 50% make of the product cost. Therefore, study the OEM using the theory of SCM is very meaningful to enhance the management level and the international compartment to let Chinese economy develop steadily and healthily.This paper has a research on the vendor selection and procurement about NB OEM. This paper from the supplier selection and evaluation of procurement management performance evaluation on China's two Notebook OEM business procurement supply chain management study at home and abroad on the theory constructed for Notebook OEM suppliers of enterprise evaluation index system based on balance and Principle Scorecard (BSC) procurement management performance evaluation index system, and make use of fuzzy-level comprehensive evaluation method to evaluate, to a more reasonable effective in improving procurement management. Finally, through the British Shun Tat Technology Co., Ltd. procurement supply chain management of the empirical research and procurement management companies face the problem for some improvement recommendations.
