Separation Of Transportation Management System Of China's Railway Network

At present, the railway operation efficiency in China is a bit low and railway's market share is falling down. The development of railway has become the bottleneck restricting the China's economic growth. Faced with the situation that foreign countries are reforming and recombining their railway systems and China is reforming the economic system, choosing which kind of railway management system is more suitable to Chinese railway condition and characters is the hot spot of research at home and abroad.This paper summarizes the technical,economic and social characters and the difficulties in reforming Chinese railway. On these bases, the text explains the reasons for choosing the reforming mode of vertical separation. As the development of technology, putting competition into railway has become possible. By analyzing the efficiency in economy and the advantage in management and comparing the total profits before and behind reformation, the text concludes that the vertical separation is feasible.Other countries' reforming shows that the recombining of railway systems is a long process. Chinese railway management reforming is a gradual process too. At the beginning of reforming, we should choose the mode that passengers and goods are separated, goods systems are integrated and keep the main routes complete. When the conditions are mature, we can depart the network and transportation completely. The paper establishes a vertical separation mode and gets the conclusion that the orientation of development is that competition and cooperation coexist. And then the paper brings forward that the property rights should be reformed from bottom to top while the systems should be reformed from top to bottom and the reforming should be two-stage. The paper also lists some advices on the reform.By experimentally analyzing the railway packaging reforming, the paper finally demonstrates the validity of separating network and transportation, analyzes the problems in the reforming process and gives some advices on the new Chinese railway express.
